The team functions as a \u201ccivic consultancy\u201d within the government, enabling agencies to rapidly deploy tools and services that are easy to operate, cost efficient, and reusable.<\/p>\n<p>With Cloud Foundry, <a href=\"https:\/\/18f.gsa.gov\/\" target=\"_blank\" rel=\"noopener noreferrer\">18F<\/a> is able to drastically cut the time for new app deployment from 14 months to two or three days, according to Lapiduz. \u201cWe are transforming government from the inside out, creating cultural change by working with teams inside agencies who want to create great services for the public,\u201d according to the company&#8217;s website.<\/p>\n<p>Delivery is at the heart of 18F\u2019s activities, and Cloud Foundry enables the team to keep this clear focus. The team also provides consulting services alongside other federal agencies and partners on evaluating and improving digital initiatives.<\/p>\n<blockquote><p>\u201cDevOps is hard, there\u2019s no way around it. But DevOps in government is&#8230;pain.\u201d \u2014Diego Lapiduz, 18F\/GSA<\/p><\/blockquote>\n<p>The following story is based on a presentation by <a href=\"https:\/\/www.linkedin.com\/in\/lapiduz\/\">Diego Lapiduz<\/a> at Cloud Summit 2015 in Santa Clara, CA.<\/p>\n<p>&nbsp;<\/p>\n<h3><span class=\"ez-toc-section\" id=\"Complicated_DevOps_processes\"><\/span>Complicated DevOps processes<span class=\"ez-toc-section-end\"><\/span><\/h3>\n<p>Creating a DevOps culture is intrinsic to the cause, even though \u201cDevOps is hard,\u201d as Lapiduz says. The many steps involved in development\u2014compliance, documentation, security, procurement, provisioning, and configuration\u2014become difficult to implement in rapid fashion. Specific steps of the publishing process are outlined in the following slide:<\/p>\n<p><a href=\"https:\/\/www.altoros.com\/blog\/wp-content\/uploads\/2015\/07\/18F-Push-Procedure_v2.png\"><img decoding=\"async\" src=\"https:\/\/www.altoros.com\/blog\/wp-content\/uploads\/2015\/07\/18F-Push-Procedure_v2.png\" alt=\"18F-Push-Procedure_v2\" width=\"640\" class=\"aligncenter size-full wp-image-22774\" \/><\/a><\/p>\n<p>To meet the need for dramatic improvement in time of delivery while maintaining all the required steps, the 18F team turned to the idea of integrating PaaS. An initial review considered several PaaS environments, including Cloud Foundry:<\/p>\n<p><a href=\"https:\/\/www.altoros.com\/blog\/wp-content\/uploads\/2015\/07\/18F-Initial-Review_v2.png\"><img decoding=\"async\" src=\"https:\/\/www.altoros.com\/blog\/wp-content\/uploads\/2015\/07\/18F-Initial-Review_v2.png\" alt=\"18F-Initial-Review_v2\" width=\"640\" class=\"aligncenter size-full wp-image-22776\" \/><\/a><\/p>\n<p>Cloud Foundry was chosen for several reasons: multi-tenancy, production-readiness, enterprise-friendliness, a common language, community support, and Foundation behind the platform.<\/p>\n<p>Another key aspect of using Cloud Foundry involves BOSH, which provides many advantages, according to Lapiduz:<\/p>\n<p><a href=\"https:\/\/www.altoros.com\/blog\/wp-content\/uploads\/2015\/07\/18F-Bosh-Advantages_v2.png\"><img decoding=\"async\" src=\"https:\/\/www.altoros.com\/blog\/wp-content\/uploads\/2015\/07\/18F-Bosh-Advantages_v2.png\" alt=\"18F-Bosh-Advantages_v2\" width=\"640\" class=\"aligncenter size-full wp-image-22778\" \/><\/a><\/p>\n<p>Lapiduz says he and the team especially enjoy the \u201csafety\u201d aspect of using BOSH. &#8220;When you\u2019re running BOSH it always asks \u2018are you sure about this?\u2019 when you want to perform a critical task,&#8221; he says. \u201cAnd when something breaks, it tells you about it!\u201d<\/p>\n<blockquote><p>\u201cOne of the big things in government is that they say: \u2018We don\u2019t want to have our software be tied to one provider.\u2019 So, Cloud Foundry was for us pretty clear, it was the platform we wanted to go with.\u201d \u2014Diego Lapiduz, 18F\/GSA<\/p><\/blockquote>\n<p>&nbsp;<\/p>\n<h3><span class=\"ez-toc-section\" id=\"The_pilot_project_and_beyond\"><\/span>The pilot project and beyond<span class=\"ez-toc-section-end\"><\/span><\/h3>\n<p>The use of Cloud Foundry now enables creation and deployment of apps and services for separate organizations within a large government agency.<\/p>\n<p>\u201cAgency A can (also) have its own cloud and Agency B a separate one,\u201d Lapiduz notes. So, the team set out to create a pilot project that involved multiple languages and frameworks, had to create small services inside an app, and had to leverage AWS \u201cbecause that\u2019s what we were using,\u201d Lapiduz said.<\/p>\n<p><a href=\"https:\/\/www.altoros.com\/blog\/wp-content\/uploads\/2015\/07\/18F-Pilot-Project_v2.png\"><img decoding=\"async\" src=\"https:\/\/www.altoros.com\/blog\/wp-content\/uploads\/2015\/07\/18F-Pilot-Project_v2.png\" alt=\"18F-Pilot-Project_v2\" width=\"640\" class=\"aligncenter size-full wp-image-22779\" \/><\/a><\/p>\n<p>A number of \u201clearnings\u201d have emanated from 18F\u2019s use of Cloud Foundry, as shown in the slide below:<\/p>\n<p><a href=\"https:\/\/www.altoros.com\/blog\/wp-content\/uploads\/2015\/07\/18F-Learnings_v2.png\"><img decoding=\"async\" src=\"https:\/\/www.altoros.com\/blog\/wp-content\/uploads\/2015\/07\/18F-Learnings_v2.png\" alt=\"18F-Learnings_v2\" width=\"640\" class=\"aligncenter size-full wp-image-22780\" \/><\/a><\/p>\n<p>In addition, Lapiduz says \u201cuser management is about 100 times better (from the operations side) than before.\u201d For both the development and operations side, the exclusive use of 12-factor apps by Cloud Foundry means \u201call our apps look the same,\u201d according to Lapiduz. \u201cSo, we have a much better utilization rate, and our developers are happy too.\u201d<\/p>\n<p>In the final analysis, Lapiduz says \u201cthere\u2019s no magic going on,\u201d just several enormous benefits. \u201cNow, we want to take it further,\u201d he adds. Areas of future focus include CLI plug-ins; continually improving monitoring, reporting, and documentation; and expanding AWS services and integrations.<\/p>\n<p>As of 2016, <a href=\"https:\/\/www.fedscoop.com\/18f-more-than-300-agency-applications-deployed-to-cloud-gov\/\" rel=\"noopener noreferrer\" target=\"_blank\">300 app instances<\/a> were running on the platform, according to Diego.<\/p>\n<blockquote><p>\u201cWith Cloud Foundry, I went from punching myself in the face to punching other people in the face.\u201d \u2014Diego Lapiduz, 18F\/GSA<\/p><\/blockquote>\n<p>18F&#8217;s GitHub account can be found <a href=\"https:\/\/github.com\/18F\" target=\"_blank\" rel=\"noopener noreferrer\">here<\/a>, as well as cloud.gov&#8217;s <a href=\"https:\/\/cloud.gov\/docs\/\" rel=\"noopener noreferrer\" target=\"_blank\">official documentation<\/a>.<\/p>\n<p>&nbsp;<\/p>\n<h3><span class=\"ez-toc-section\" id=\"Want_details_Watch_the_videos\"><\/span>Want details?
