This can be government activities, such as payments and procurement, that have to be accessible to all for transparency purposes. It can also be information provided by government services like <a href=\"https:\/\/en.wikipedia.org\/wiki\/Registry\">registries<\/a> that collect and manage authoritative lists pertaining to certain types of information.<\/p>\n<p>Governments usually have registries for the following:<\/p>\n<ul>\n<li style=\"margin-bottom: 6px;\">a <strong>civil<\/strong> registry for recording significant events of a person&#8217;s life (birth, marriage, and death)<\/li>\n<li style=\"margin-bottom: 6px;\">a <strong>land<\/strong> registry for keeping track of land ownership<\/li>\n<li style=\"margin-bottom: 6px;\">a registry of motor <strong>vehicles<\/strong> for administering and keeping record of automobile registrations<\/li>\n<\/ul>\n<p>Aside from these registries, governments also provide open data through archives and databases. The <a href=\"https:\/\/records.txdps.state.tx.us\/DPSWEBSITE\/CriminalHistory\/\" target=\"_blank\">Texas Department of Public Safety<\/a> allows users to search for missing persons and individuals who have criminal records in the state. The <a href=\"https:\/\/www.ncdc.noaa.gov\/cdo-web\/\" target=\"_blank\">National Oceanic and Atmospheric Administration<\/a> provides access to historical weather and climate data.<\/p>\n<p><center><a href=\"https:\/\/www.altoros.com\/blog\/wp-content\/uploads\/2017\/07\/NOAA-Climate-Map-June-2017.jpg\"><img decoding=\"async\" src=\"https:\/\/www.altoros.com\/blog\/wp-content\/uploads\/2017\/07\/NOAA-Climate-Map-June-2017.jpg\" alt=\"NOAA Climate Map June 2017\" width=\"640\" class=\"aligncenter size-full wp-image-26665\" \/><\/a><small>June climate data for the US (<a href=\"https:\/\/www.ncdc.noaa.gov\/cdo-web\/datasets\" target=\"_blank\">Source<\/a>)<\/small><\/center><\/p>\n<p>These government agencies aren&#8217;t always reliable, because their data is usually stored in one place, so a single point of failure can <a href=\"http:\/\/www.sintmaartengov.org\/PressReleases\/Pages\/Drivers-License-and-ID-Cards-Service-at-Civil-Registry-Unavailable.aspx\" target=\"_blank\">crash the system<\/a>. In some cases, you don&#8217;t know <a href=\"https:\/\/www.foia.gov\/faq.html#howlong\" target=\"_blank\">how long it takes<\/a> to get the information you requested.<\/p>\n<p>In a recent <a href=\"http:\/\/www.data61.csiro.au\/~\/media\/D61\/Files\/Blockchain-reports\/Blockchain-RisksandOpps-PDF.pdf?la=en&#038;hash=D0765B85166B783E9FD13FC4EAEBDCB03E716631\" target=\"_blank\">study<\/a>, Australia&#8217;s Commonwealth Scientific and Industrial Research Organisation (<a href=\"https:\/\/www.csiro.au\/\" target=\"_blank\">CSIRO<\/a>) explored the prospects of using blockchain by governments. <a href=\"https:\/\/www.industry.gov.au\/strategies-for-the-future\/boosting-innovation-and-science\" target=\"_blank\">Data61<\/a>\u2014a research unit within CSIRO\u2014investigated into how the technology could help to manage the data of government agencies and make access faster and more reliable.<\/p>\n<p>&nbsp;<\/p>\n<h3><span class=\"ez-toc-section\" id=\"How_blockchain_can_help\"><\/span>How blockchain can help<span class=\"ez-toc-section-end\"><\/span><\/h3>\n<p>Based on the CSIRO&#8217;s study, government bodies that implement blockchain can resolve some key issues:<\/p>\n<ul>\n<li style=\"margin-bottom: 6px;\"><strong>Data integrity.<\/strong> Without a central authority keeping all the data, validating nodes in the blockchain have to agree on a universal truth.<\/li>\n<li style=\"margin-bottom: 6px;\"><strong>High availability.<\/strong> Having data in a blockchain opens the architecture to redundancies, removing the risk of a single point of failure.<\/li>\n<li style=\"margin-bottom: 6px;\"><strong>Interoperability.<\/strong> Data in a blockchain share infrastructure, so referencing data is made easier.<\/li>\n<li style=\"margin-bottom: 6px;\"><strong>Reduced latencies.<\/strong> Blockchains can have local nodes, so data transfer is faster.<\/li>\n<li><strong>Ease of adding providers.<\/strong> In a public blockchain, providers are able to join the network independently.<\/li>\n<\/ul>\n<p>In addition to improving open data availability, blockchain can help governments in providing more transparent voting, procurement, and other activities where intermediaries could be eliminated.<\/p>\n<p><center><a href=\"https:\/\/www.altoros.com\/blog\/wp-content\/uploads\/2017\/05\/IBM-InterConnect-Dan-Tapscott-Blockchain-Next-Generation-Internet-public-sector.png\"><img decoding=\"async\" src=\"https:\/\/www.altoros.com\/blog\/wp-content\/uploads\/2017\/05\/IBM-InterConnect-Dan-Tapscott-Blockchain-Next-Generation-Internet-public-sector.png\" alt=\"IBM InterConnect Dan Tapscott Blockchain Next Generation Internet public sector\" width=\"640\" class=\"aligncenter size-full wp-image-23538\" \/><\/a><small>What else blockchain can do for governments (<a href=\"https:\/\/www.youtube.com\/watch?v=1aZqXdRoxX4\" target=\"_blank\">Source<\/a>)<\/small><\/center><\/p>\n<p>It is also important to note that there are some limitations as well:<\/p>\n<ul>\n<li style=\"margin-bottom: 6px;\"><strong>Blockchain is not a silver bullet.<\/strong> The technology is not a solution for everything and should be used as a component for a much broader system.<\/li>\n<li style=\"margin-bottom: 6px;\"><strong>Immutability.<\/strong> Transactions written in a blockchain cannot be deleted. Normally a positive characteristic, this can be an issue in scenarios when a court orders to remove some details on the blockchain.<\/li>\n<\/ul>\n<p>Nevertheless, depending on a scenario, blockchain&#8217;s immutability can turn into a positive trait. This is certainly true for industries that rely on <a href=\"https:\/\/www.altoros.com\/blog\/ibm-aims-to-improve-manufacturing-and-supply-chain-by-coupling-iot-and-blockchain\/\">supply chains<\/a>, such as agriculture. In these cases, blockchain enables the tracking of <a href=\"https:\/\/www.altoros.com\/blog\/a-close-look-at-everledger-how-blockchain-secures-luxury-goods\/\">provenance<\/a>, assisting the customs and border authorities in enhancing <a href=\"https:\/\/en.wikipedia.org\/wiki\/Biosecurity\" target=\"_blank\">biosecurity<\/a>. Distributed ledgers can improve the ability to trace consignments and movements of plants and animals, thus mitigating the risks of pests, as well as animal and plant disease outbreaks.<\/p>\n<p>&nbsp;<\/p>\n<h3><span class=\"ez-toc-section\" id=\"Governments_already_using_blockchain\"><\/span>Governments already using blockchain<span class=\"ez-toc-section-end\"><\/span><\/h3>\n<p>Though there are still some hesitation associated with blockchain, there are already more than a few governments that have embraced the technology.<\/p>\n<p><a href=\"https:\/\/www.altoros.com\/blog\/wp-content\/uploads\/2017\/07\/Government-of-Estonia-logo_eng.png\"><img decoding=\"async\" src=\"https:\/\/www.altoros.com\/blog\/wp-content\/uploads\/2017\/07\/Government-of-Estonia-logo_eng.png\" alt=\"Government of Estonia-logo_eng\" width=\"200\" class=\"alignright size-full wp-image-26748\" \/><\/a><\/p>\n<p>Estonia is perhaps at the <a href=\"https:\/\/e-estonia.com\/solutions\/cyber-security\/ksi-blockchain\/\" target=\"_blank\">forefront of blockchain<\/a> development and adoption at the government level. The country&#8217;s digital identity system is powered by <a href=\"https:\/\/guardtime.com\/technology\/ksi-technology\" target=\"_blank\">Guardtime KSI Blockchain<\/a>, which was developed in Estonia. Access to public services, healthcare, and financial services are tied to this blockchain-powered ID card.<\/p>\n<p><a href=\"https:\/\/napr.gov.ge\/\"><img decoding=\"async\" src=\"https:\/\/www.altoros.com\/blog\/wp-content\/uploads\/2017\/07\/Blockchain-Government-Sector-Georgian-National-Agency-of-Public-Registry.png\" alt=\"Blockchain Government Sector Georgian National Agency of Public Registry\" width=\"200\" class=\"alignright size-full wp-image-26606\" \/><\/a><\/p>\n<p>Last year, <a href=\"https:\/\/napr.gov.ge\/\" target=\"_blank\">Georgia<\/a> became the first government to use blockchain to <a href=\"https:\/\/www.forbes.com\/sites\/laurashin\/2016\/04\/21\/republic-of-georgia-to-pilot-land-titling-on-blockchain-with-economist-hernando-de-soto-bitfury\/#460cfa0944da\" target=\"_blank\">secure land titles<\/a>, despite the risks usually associated with new technology. Earlier this year, they double downed on the blockchain initiative and <a href=\"https:\/\/www.forbes.com\/sites\/laurashin\/2017\/02\/07\/the-first-government-to-secure-land-titles-on-the-bitcoin-blockchain-expands-project\/#689b3ada4dcd\" target=\"_blank\">expanded the project<\/a>.<\/p>\n<p><a href=\"https:\/\/www.lantmateriet.se\/en\/\"><img decoding=\"async\" src=\"https:\/\/www.altoros.com\/blog\/wp-content\/uploads\/2017\/07\/Blockchain-Government-Sector-Lantm\u00e4teriet-300x46.png\" alt=\"Blockchain Government Sector Lantm\u00e4teriet\" width=\"200\" class=\"alignright size-medium wp-image-26591\" \/><\/a><\/p>\n<p><a href=\"https:\/\/www.lantmateriet.se\/en\/\" target=\"_blank\">Lantm\u00e4teriet<\/a>, Sweden&#8217;s land registry, has just recently started using blockchain to <a href=\"http:\/\/ica-it.org\/pdf\/Blockchain_Landregistry_Report.pdf\" target=\"_blank\">record land ownership<\/a>. As a result, real estate transactions have not only become faster and more efficient, but also transparent to the public.<\/p>\n<p><a href=\"https:\/\/www.gov.uk\/government\/organisations\/land-registry\"><img decoding=\"async\" src=\"https:\/\/www.altoros.com\/blog\/wp-content\/uploads\/2017\/07\/Blockchain-Government-Sector-HM-Land-Registry-v1-300x121.png\" alt=\"Blockchain Government Sector HM Land Registry v1\" width=\"200\" class=\"alignright size-medium wp-image-26596\" \/><\/a><\/p>\n<p>On that same note, <a href=\"https:\/\/www.gov.uk\/government\/organisations\/land-registry\" target=\"_blank\">Her Majesty&#8217;s Land Registry<\/a> in the UK has just released its annual report, revealing the possibility of <a href=\"https:\/\/www.gov.uk\/government\/news\/hm-land-registry-signals-the-start-of-its-transformation\" target=\"_blank\">using blockchain<\/a> for <a href=\"https:\/\/www.altoros.com\/blog\/initiating-digital-transformation-nobody-wants-to-get-ubered\/\">digital transformation<\/a>. Along with the technology, the agency will also explore how artificial intelligence can help to digitize the existing assets.<\/p>\n<p><a href=\"http:\/\/land.gov.ua\/en\/\"><img decoding=\"async\" src=\"https:\/\/www.altoros.com\/blog\/wp-content\/uploads\/2017\/07\/Blockchain-Government-Sector-Ukraine-State-Land-Cadastre-300x106.png\" alt=\"Blockchain Government Sector Ukraine State Land Cadastre\" width=\"200\" class=\"alignright size-medium wp-image-26602\" \/><\/a><\/p>\n<p>Ukraine&#8217;s <a href=\"http:\/\/land.gov.ua\/en\/\" target=\"_blank\">State Land Cadastre<\/a> has adopted blockchain with plans for a <a href=\"https:\/\/en.interfax.com.ua\/news\/economic\/430761.html\" target=\"_blank\">land registry trial<\/a> in October. With the technology, Ukraine intends to digitize all state land auctions to increase competition and transparency while mitigating the potential for corruption.<\/p>\n<p><a href=\"https:\/\/www.nbrb.by\/engl\/\"><img decoding=\"async\" src=\"https:\/\/www.altoros.com\/blog\/wp-content\/uploads\/2017\/07\/Blockchain-Government-Sector-National-Bank-of-the-Republic-of-Belarus-v1-300x168.png\" alt=\"Blockchain Government Sector National Bank of the Republic of Belarus v1\" width=\"200\" class=\"alignright size-medium wp-image-26600\" \/><\/a><\/p>\n<p>The <a href=\"https:\/\/www.nbrb.by\/engl\/\" target=\"_blank\">National Bank of the Republic of Belarus<\/a> has set up an <a href=\"http:\/\/www.nbrb.by:8080\/engl\/press\/?id=6539\" target=\"_blank\">information network<\/a> based on blockchain. Currently, the central bank oversees the network and has successfully used it to issue guarantees. Moving forward, the bank plans to expand blockchain into the securities market.<\/p>\n<p>&nbsp;<\/p>\n<h3><span class=\"ez-toc-section\" id=\"Possible_implementation_for_registries\"><\/span>Possible implementation for registries<span class=\"ez-toc-section-end\"><\/span><\/h3>\n<p>To show how a blockchain-based approach changes an ecosystem, CSIRO referenced <a href=\"https:\/\/data.gov.au\/\" target=\"_blank\">data.gov.au<\/a>&#8216;s existing architecture. With the current design, all of the data is managed by a single entity. The first design replaces the traditional back-end registry implementations with a private blockchain of data providers. Data consumers access data on a shared blockchain through a single web interface. Not all data has to be stored on the blockchain. In this decentralized model, no single register has control of the blockchain. Data consumers interact with the blockchain directly, using <a href=\"https:\/\/www.altoros.com\/blog\/blockchain-as-a-service-running-cloud-foundry-apps-on-ethereum\/\">decentralized apps<\/a> (DApps). Data providers record metadata on the blockchain independently.<\/p>\n<p><center><a href=\"https:\/\/www.altoros.com\/blog\/wp-content\/uploads\/2017\/07\/CSIRO-blockchain-government-public-design.png\"><img decoding=\"async\" src=\"https:\/\/www.altoros.com\/blog\/wp-content\/uploads\/2017\/07\/CSIRO-blockchain-government-public-design.png\" alt=\"CSIRO blockchain government public design\" width=\"640\" class=\"aligncenter size-full wp-image-26518\" \/><\/a><small>Design implementation using a public blockchain (<a href=\"http:\/\/www.data61.csiro.au\/~\/media\/D61\/Files\/Blockchain-reports\/Blockchain-RisksandOpps-PDF.pdf?la=en&#038;hash=D0765B85166B783E9FD13FC4EAEBDCB03E716631\" target=\"_blank\">Source<\/a>)<\/small><\/center><\/p>\n<p>Though the CSIRO&#8217;s study considers blockchain as a nascent technology, the government agency believes it will have a role in Australia&#8217;s future. With how much digital transformation blockchain has already caused in <a href=\"https:\/\/www.altoros.com\/blog\/the-internet-of-value-8-top-sectors-being-transformed-by-blockchain\/\">different sectors<\/a> including <a href=\"https:\/\/www.altoros.com\/blog\/canadian-financial-institutions-are-adopting-blockchain-6-success-stories\/\">financial institutions<\/a>, that&#8217;s a reasonably safe bet.<\/p>\n<p>At the same time, the more governments will be adopting blockchain, the faster it will be expanding to other domains.
