About the same time, the country&#8217;s IT Industry Innovation Council started to explore the potential of cloud computing innovations.<\/p>\n<p> It was also in 2011 that the Australian authorities first started to evaluate Cloud Foundry. The <a href=\"http:\/\/www.acma.gov.au\/~\/media\/Networks\/Information\/pdf\/Developments%20in%20next%20generation%20applications%20and%20services.PDF\">ACMA report<\/a> (November 2011) mentions Cloud Foundry as a PaaS that eliminates the need for developers \u201cto be concerned with the underlying infrastructure, as all services they required are facilitated from within the cloud.\u201d (Note that Cloud Foundry\u2014as we know it today\u2014was released on April 12, 2011.)<\/p>\n<p>Approved in October 2014, the <a href=\"https:\/\/www.finance.gov.au\/sites\/default\/files\/australian-government-cloud-computing-policy-3.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">Cloud Computing Policy<\/a> demanded that government agencies must adopt cloud where it is \u201cfit for purpose, provides adequate protection of data, and delivers value for money.\u201d<\/p>\n<p>Finally, the <a href=\"https:\/\/www.dta.gov.au\/\" target=\"_blank\" rel=\"noopener noreferrer\">Digital Transformation Agency<\/a>, created in 2015, was charged with the task of transforming the way government delivers services, while focusing on user needs and modernizing the technical side of the process. The transformation was driven by the need to minimize bureaucracy and to make online interactions more transparent and understandable to both users and involved intermediaries.<\/p>\n<p><center><a href=\"https:\/\/www.altoros.com\/blog\/wp-content\/uploads\/2017\/02\/Cloud-Foundry-Summit-Australian-Government-Digital-Transformation-Agenda-v2.png\"><img decoding=\"async\" src=\"https:\/\/www.altoros.com\/blog\/wp-content\/uploads\/2017\/02\/Cloud-Foundry-Summit-Australian-Government-Digital-Transformation-Agenda-v2.png\" alt=\"Cloud Foundry Summit Australian Government Digital Transformation Agenda v2\" width=\"500\" class=\"aligncenter size-full wp-image-21230\" \/><\/a><small>Transformed government interactions with users and third-party services (<a href=\"https:\/\/www.dta.gov.au\/our-projects\/digital-investment-management-office\/digital-transformation-agenda\" target=\"_blank\" rel=\"noopener noreferrer\">Image credit<\/a>)<\/small><\/center><\/p>\n<p>With focus on open source and a standardized technology stack, DTA set off with the following services: Citizenship Appointments, Import permits, Digital Marketplace, and Performance Dashboards.<\/p>\n<p>&nbsp;<\/p>\n<h3><span class=\"ez-toc-section\" id=\"Cloud_Foundry_at_the_core_of_transformation\"><\/span>Cloud Foundry at the core of transformation<span class=\"ez-toc-section-end\"><\/span><\/h3>\n<p>Speaking at the <a href=\"https:\/\/www.altoros.com\/blog\/blockchain-and-govs-enter-the-cloud-foundry-summit-scene-on-day-3\/\" target=\"_blank\" rel=\"noopener noreferrer\">Cloud Foundry Summit 2016<\/a> in Santa Clara, <!-- Linkedin Profile Badge: http:\/\/3doordigital.com\/wordpress\/plugins\/linkedin-profile-badge\/ -->\r\n<script type=\"IN\/MemberProfile\" data-id=\"http:\/\/www.linkedin.com\/in\/lindsayholmwood\" data-format=\"hover\"  data-text=\"Lindsay Holmwood\" data-related=\"false\"><\/script>, then Head of Development at DTA, highlighted the challenges agency faced while making the transformation work:<\/p>\n<ul>\n<li style=\"margin-bottom: 6px;\">Managing multiple websites of local agencies, their number at present exceeding 1,500<\/li>\n<li style=\"margin-bottom: 6px;\">Simplifying and accelerating deployment of applications, while reducing downtime to zero<\/li>\n<li style=\"margin-bottom: 6px;\">Forming a standardized delivery approach to coordinate development efforts across the entire government.<\/li>\n<\/ul>\n<p>To address the challenges, DTA delivered the <a href=\"https:\/\/www.dta.gov.au\/our-projects\/about-cloudgovau\" target=\"_blank\" rel=\"noopener noreferrer\">cloud.gov.au platform<\/a>, using Cloud Foundry as its PaaS of choice.<\/p>\n<p><a href=\"https:\/\/www.altoros.com\/blog\/wp-content\/uploads\/2017\/02\/Cloud-Foundry-Summit-Australian-Government-Online-Platform.png\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/www.altoros.com\/blog\/wp-content\/uploads\/2017\/02\/Cloud-Foundry-Summit-Australian-Government-Online-Platform.png\" alt=\"Cloud Foundry Summit Australian Government Online Platform\" width=\"640\" height=\"360\" class=\"aligncenter size-full wp-image-21222\"\/><\/a><\/p>\n<blockquote><p><em> \u201cThe whole idea with cloud.gov.au is that we\u2019re trying to make it easy for the teams to be able to run, test, and measure the applications that make a service up.\u201d<br \/>\n\u2014Lindsay Holmwood, DTA<\/em><\/p><\/blockquote>\n<p>In addition to hosting applications and storing databases, the cloud.gov.au platform helped DTA to enable continious delivery\/deployment (CD). The CD pipeline is now the only way for delivery teams to push changes into production, which seems to be the right solution to the standardization issue.<\/p>\n<blockquote><p><em>\u201cThe key point here is about defining very clear interfaces and not dictating implementation to the team that is actually building those services.\u201d<br \/>\n\u2014Lindsay Holmwood, DTA<\/em><\/p><\/blockquote>\n<p>To build the CD pipeline, DTA started off with a cheap open-source SaaS\u2014Jenkins CI. However, it turned out the tool requires a lot of manual configuration and is not quite up to the agency\u2019s needs. Therefore, DTA began looking for a more specific SaaS and is now moving to Circle CI.<\/p>\n<\/li>\n<p><center><a href=\"https:\/\/www.altoros.com\/blog\/wp-content\/uploads\/2017\/02\/australian-goverment-uses-cloud-foundry-delivery-pipeline-v13.png\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/www.altoros.com\/blog\/wp-content\/uploads\/2017\/02\/australian-goverment-uses-cloud-foundry-delivery-pipeline-v13.png\" alt=\"australian-goverment-uses-cloud-foundry-delivery-pipeline-v13\" width=\"640\" height=\"302\" class=\"aligncenter size-full wp-image-21427\" \/><\/a><small>Delivery pipeline (<a href=\"https:\/\/speakerdeck.com\/auxesis\/breaking-the-cylinders-of-excellence\" target=\"_blank\" rel=\"noopener noreferrer\">Image credit<\/a>)<\/small><\/center><\/p>\n<p>Moreover, using Cloud Foundry gives DTA access to a pool of resources that have already been created under other projects for government agencies (<a href=\"https:\/\/18f.gsa.gov\/\" target=\"_blank\" rel=\"noopener noreferrer\">18F<\/a>, <a href=\"https:\/\/www.gov.uk\/government\/organisations\/government-digital-service\" target=\"_blank\" rel=\"noopener noreferrer\">GDS<\/a>, etc.), thus saving a lot of time and efforts.<\/p>\n<p>&nbsp;<\/p>\n<h3><span class=\"ez-toc-section\" id=\"Achievements_on_the_way_of_transformation\"><\/span>Achievements on the way of transformation<span class=\"ez-toc-section-end\"><\/span><\/h3>\n<p> With the cloud capabilities and best practices at their disposal, DTA can already boast of success stories in transforming user-government interactions:<\/p>\n<ul>\n<li style=\"margin-bottom: 6px;\"><a href=\"https:\/\/appointments.homeaffairs.gov.au\/login\" target=\"_blank\" rel=\"noopener noreferrer\">Citizenship appointments<\/a>. The service is operated by the Australian Department of Immigration and Border Protection (DIBP) and enables users to track and change their appointments for citizenship interviews. Users can schedule appointments online in just two minutes and 30 seconds. Prior to this, they had to set appointments by phone, which could take as long as 92 minutes.<\/li>\n<li style=\"margin-bottom: 6px;\"><a href=\"https:\/\/www.dta.gov.au\/help-and-advice\/digital-service-standard\/assessment-reports\/simplifying-imports-service-alpha-assessment\" target=\"_blank\" rel=\"noopener noreferrer\">Permit service<\/a>. It simplifies management of import permits, collecting relevant information about different types of goods from multiple sources into one place. This helps to substantially reduce the amount of manual verifications performed by government officers.<\/li>\n<li style=\"margin-bottom: 6px;\"><a href=\"https:\/\/marketplace.service.gov.au\/\" target=\"_blank\" rel=\"noopener noreferrer\">Digital Marketplace<\/a>. Now at 250+ approved sellers and 320+ registered buyers (as of February 28, 2017), the service has made it possible to digitalize the government procurement process. It gives users access to metrics and other information about buyers, sellers, and procurement activities across multiple departments within the government<\/li>\n<p><a href=\"https:\/\/www.altoros.com\/blog\/wp-content\/uploads\/2017\/02\/Lindsay-Holmwood-DTA-Marketplace.png\"><img decoding=\"async\" src=\"https:\/\/www.altoros.com\/blog\/wp-content\/uploads\/2017\/02\/Lindsay-Holmwood-DTA-Marketplace.png\" alt=\"Lindsay-Holmwood-DTA-Marketplace\" width=\"640\" class=\"aligncenter size-full wp-image-21326\" \/><\/a><\/p>\n<li><a href=\"https:\/\/dashboard.gov.au\/\" target=\"_blank\" rel=\"noopener noreferrer\">Performance Dashboards<\/a>. The dashboards visualize key performance indicators (KPI) for all digital government services functioning in beta versions. The KPIs include user satisfaction, cost per transaction, adoption rate of digital services, and completion rate.<\/li>\n<p><a href=\"https:\/\/www.altoros.com\/blog\/wp-content\/uploads\/2017\/02\/Lindsay-Holmwood-DTA-Performance-Dashboard_v2.png\"><img decoding=\"async\" src=\"https:\/\/www.altoros.com\/blog\/wp-content\/uploads\/2017\/02\/Lindsay-Holmwood-DTA-Performance-Dashboard_v2.png\" alt=\"Lindsay-Holmwood-DTA-Performance Dashboard_v2\" width=\"640\" class=\"aligncenter size-full wp-image-21429\" \/><\/a>\n<\/ul>\n<p>In addition, DTA developed an alpha prototype of the <a href=\"https:\/\/www.gov.au\/alpha\/\" target=\"_blank\" rel=\"noopener noreferrer\">gov.au<\/a> integrated solution that syncs up services and information from websites of particular government offices to aid users in interactions with the offices.<\/p>\n<p><a href=\"https:\/\/www.altoros.com\/blog\/wp-content\/uploads\/2017\/02\/Cloud-Foundry-Summit-Australian-Government-Online-Registration-Space.png\"><img decoding=\"async\" src=\"https:\/\/www.altoros.com\/blog\/wp-content\/uploads\/2017\/02\/Cloud-Foundry-Summit-Australian-Government-Online-Registration-Space.png\" alt=\"Cloud Foundry Summit Australian Government Online Registration Space\" width=\"640\" class=\"aligncenter size-full wp-image-21221\" \/><\/a><\/p>\n<p>In addition, Cloud Foundry has contributed to achieving the following:<\/p>\n<ul>\n<li style=\"margin-bottom: 6px;\">Delivery teams are now able to build services <strong>faster and easier<\/strong>. In July 2016, DTA had 14 apps in production and 50 apps in development. In October 2016, the numbers increased to 37 apps in production and 225 apps in development.<\/li>\n<li style=\"margin-bottom: 6px;\">The agency managed to release a beta version of its Digital Marketplace service <strong>five month ahead of schedule<\/strong>.<\/li>\n<li style=\"margin-bottom: 6px;\">With Greylog used a logging tool, developers can now get valuable insights into how the delivered services (apps) work, while providing \u201c<strong>traceability<\/strong> throughout the entire stack.\u201d The tool also helps with debugging and troubleshooting, as well as security, event, and incident management.<\/li>\n<li style=\"margin-bottom: 6px;\">The platform features impressive <strong>self-healing<\/strong> capabilities. According to Lindsay Holmwood, time to detection is 4 minutes, time to recovery is 12 minutes, and no human intervention is required in case of an outage.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<h3><span class=\"ez-toc-section\" id=\"Lessons_learned\"><\/span>Lessons learned<span class=\"ez-toc-section-end\"><\/span><\/h3>\n<p>Delivering government services, DTA has learnt some important lessons:<\/p>\n<ul>\n<li style=\"margin-bottom: 6px;\">Use ready-made solutions and ideas whenever possible since it helps to accelerate delivery.<\/li>\n<li style=\"margin-bottom: 6px;\">Ensure early and frequent releases and iterate assessments to be able to get proper feedback and adjust your work accordingly.<\/li>\n<p><center><a href=\"https:\/\/www.altoros.com\/blog\/wp-content\/uploads\/2017\/02\/Cloud-Foundry-Summit-Australian-Government-Assessment-Points.png\"><img decoding=\"async\" src=\"https:\/\/www.altoros.com\/blog\/wp-content\/uploads\/2017\/02\/Cloud-Foundry-Summit-Australian-Government-Assessment-Points.png\" alt=\"Cloud Foundry Summit Australian Government Assessment Points\" width=\"640\" class=\"aligncenter size-full wp-image-21225\" \/><\/a><small>Assessment points (<a href=\"https:\/\/speakerdeck.com\/auxesis\/breaking-the-cylinders-of-excellence\" target=\"_blank\" rel=\"noopener noreferrer\">Image credit<\/a>)<\/small><\/center><\/p>\n<li style=\"margin-bottom: 6px;\">Focus on delivery of services with the highest impact on users, while making sure to put more emphasis on technical activities. A unit of delivery should be a minimum viable product.<\/li>\n<li style=\"margin-bottom: 6px;\">Organize work in small teams, built to Jeff Bezos\u2019 <a href=\"https:\/\/whatis.techtarget.com\/definition\/two-pizza-rule\" target=\"_blank\" rel=\"noopener noreferrer\">two-pizza-size rule<\/a>. Another important issue to address in the near future is establishing a <a href=\"https:\/\/www.dta.gov.au\/our-projects\/digital-identity\" target=\"_blank\" rel=\"noopener noreferrer\">digital identity<\/a>. An alpha prototype of the solution is being built now to enable users to verify their identities while accessing government services online.<\/p>\n<p>DTA has also adopted the <a href=\"https:\/\/www.dta.gov.au\/our-projects\/digital-identity\/trusted-digital-identity-framework\" target=\"_blank\" rel=\"noopener noreferrer\">Trusted Identity Framework<\/a> that outlines a set of principles and standards to define a unified approach to establishing identities across government.
